HABITANTES DE LA PARROQUIA MOLLETURO RATIFICAN QUE JAMÁS HA EXISTIDO CONSULTA PREVIA SOBRE PROYECTO MINERO RÍO

Una delegación del Frente de Mujeres Defensoras de la Pachamama, conjuntamente con miembros de la Coordinadora Popular en Defensa de Molleturo - CPM y la Coordinadora Nacional por la Defensa de la Vida y la Soberanía – CNDVS, asistieron este domingo 30 de octubre a la reunión de la Junta de Agua en la comunidad Luz y Guía (zona costanera de la parroquia Molleturo).

Las Defensoras fueron invitadas a esta reunión donde pudieron dar a conocer sobre los graves impactos de la minería, las distintas acciones que se vienes desarrollando para oponerse al proyecto Río Blanco, e iniciaron una recolección de firmas que serán enviadas a la Defensoría del Pueblo Nacional para corroborar que en esta comunidad, como en las más de 70 que tiene Molleturo, no ha existido jamás información, ni Consulta Previa sobre el mega proyecto de oro Río Blanco de la International Mineral Corporation IMC.

Sólo en esta primera jornada de la recolección se obtuvieron más de 200 firmas de habitantes de las comunidades de Luz y Guía, Río Blanco y Zhagal, las mismas que serán adjuntadas al Trámite Defensorial que se ha iniciado por parte de la Dirección Nacional de Protección de los Derechos Humanos y de la Naturaleza de la Defensoría del Pueblo de Ecuador.

En esta reunión también se informó sobre las acciones y gestiones que vienen desarrollando estas comunidades por la presencia de mineros que estaría afectando los sitios de su captación de agua, habiéndose realizado una inspección el pasado 11 de octubre del presente año con la Agencia de Regulación y Control Minero ARCOM-Cuenca, y como siempre los mineros se esfumaron por “coincidencia” en esos días, por lo que en el informe los funcionarios de la ARCOM dice que sólo encontraron “labores abandonadas”.

Lo que más indignó a las/los presentes es que en el dicho informe se señala que el daño que se evidencia por las labores mineras “abandonadas” es “…despreciable comparado con el impacto que genera la tala de madera, ganadería y agricultura en la zona…”. Habría que preguntarles a estos señores de la ARCOM ¿Acaso los socavones de las minas no se sostienen con madera? Al final resulta que los que están destruyendo y contaminando son los campesinos. ¡A dónde vamos a parar con tanta desvergüenza!

Las/los usuarios de la Junta de Agua además ratificaron que en ningún momento se ha informado, ni hecho la Consulta Previa sobre estas concesiones, ni ninguna otra que se han entregado en la zona, y por ello continuarán reclamando el retiro de estos mineros que al parecer estarían trabajando en forma ilegal, ya que si fuera de otra manera dieran la cara cuando van los inspectores de la ARCOM.

INHABITANTS OF THE MOLLETURO PARISH AFFIRM THAT THERE HAS NEVER BEEN A CONSULTATION ON THE RÍO BLANCO MINING PLAN.

A delegation from the Women Defenders of the Pachamama Front, together with members of The Popular Defense of Molleturo Coordinating Group (CPM) and The National Coordinating Group for the Defense of Life and Sovereignty (CNDVS) attended a meeting of The Junta del Agua (Water Board) in the Luz y Guía community (on the coast of the Molleturo parish) on Sunday October 30th .

The Women Defenders were invited to this meeting where they could raise awareness about the serious impacts of mining and the various activities that are being developed against The Rio Blanco mining plan and where they also started a petition that will be sent to the Defensoría del Pueblo Nacional (People’s National Defender) to corroborate that in this community, as in the other more than 70 communities Molleturo has, no information has ever been given or no consultation on the mega Rio Blanco gold plan of the International Mineral Corporation IMC has taken place.

Only on the first day of collection, over 200 signatures from the residents of the Luz y Guía, Río Blanco and Zhagal communities were collected; these signatures will be attached to the Advocacy Process that has been initiated by The National Board of The Protection of Human Rights and Nature Defender of the People of Ecuador.

The people who attended this meeting learnt about the activities that are being carried out by these communities, who are against the presence of miners because they think mining affects their uptake of water. On October 11th this year an inspection was carried out by the Agency for Regulation and Mining Control ARCOM-Cuenca along with some inhabitants and, as it always happens whenever there are inspections, the miners were not there that day and so the report made by the ARCOM civil servants said they only found "abandoned workings".

What most angered the citizens who took part in the inspection was that this report says that the damage caused by the "abandoned" mining workings is "... negligible compared to the impact caused by timber harvesting, livestock and agriculture in the area ... " Here is a question the civil servants of the ARCOM should answer: Aren’t the tunnels of the mines built with wood? According to the report, one would think that peasants are the ones who are destroying and polluting. Such impudence is unbearable!

The users of the Junta de Agua (Water Board) also reaffirmed that citizens have not been informed or consulted about these concessions and that, in fact, the same has happened whenever other concessions have been granted in the area. Therefore, they will continue saying they don’t want any miners in the area, especially because these miners seem to be working illegally, since if it were otherwise, they would not hide each time the ARCOM inspectors appear.
